From IT Support,

You cannot activate any new Cisco
1041N Access Points (AP),headquarter isout oflicenses and they hope to have the issue resolved by the end of the week

They confirmed that the Cisco 1041N cannot be configured in a manual mode without a license
Thanks,

This license issue has been resolved. 1041 APs will now activate and associate with controllers back at CHQ.

Thanks for being patient as we work through these issues.
