Is there a suggested age or other criteria at which a child living at home should be removed from the parent's family, and designated as a Head of Household?

You'll find a variety of opinions, rules of thumb, and policy interpretations in the lengthy thread When to Move Child Record to Head of Household. The bottom line is that the bishop makes the decision, in consultation with the adult child and perhaps with the parents.

Some in a ward may already be in HofH status while others of the same age may not. This often happens when a "child" record moves out (such as away to college,) then moves back home and the record is transferred back, and they are not "merged" back into the same household by the ward clerk, but left to stand as a separate "head of household" record living at the same address as the rest of the family.
