STS Should be properly Empowered

I have been working with the Units in My Stake both as a Stake Clerk and Technology Specialist. I have been doing some support services for both the Physical Facilities and the ICS in my Area.

The suggestion im about to give is based on my experiences as i work with Clerks and Leaders within my area. I noticed that not withstanding all the Training given at the Stake levels, the ward/branch clerks and leaders do not implement the principles alot. Inview of this, I would suggest that the Stake Technology Specialist, especially in Africa, should be proper empowered to visit the units at least one every month and use the Sunday school hours to train the Bishopric/Branch Presidency, Elders Quorum President, relief society president and clerks on pertinent mls related content that will help them meet up with their local needs and do their send/receive as required by the the MSR.

I believe that this will help them not to over spend their budgets. Help them get direct training and ask direct questions. It will help them get correction to their mistakes thereby making better users. Knowing that the STS will be there again by next month, will help them to keep their system up-to-date since he will check them out.

This may just be for a year or six months. The STS could be reimbursed for transportation and launch to encourage them.

It's just a suggestion! i stand to be corrected.

That's an issue that probably varies from area to area. If the Stake President believes that it's a problem, he has the authority to implement your suggestion in his stake.
Have you searched the Help Center? Try doing a Google search and adding "site:churchofjesuschrist.org/help" to the search criteria.

It is certainly a responsibility of the stake clerk to train the ward clerks -- that requirement is in Handbook 1 (I don't have a copy handy right now, but it's easy enough to find). As an assistant stake clerk, the STS shares that responsibility as directed by the stake clerk. Of course, in your case, you are both the stake clerk and the STS, so that distinction doesn't matter much.

I think it's wonderful that you are taking this responsibility seriously and working on a plan for providing this training. Ward leaders and clerks who are well trained will help the ward and stake run smoothly so that more time can be devoted to caring for the needs of individuals.

As for your specific suggestion about how to provide that training, I would make a couple of points:
  • The stake president would determine whether it is appropriate to reimburse travel expenses. His decision might affect the frequency of such training.
  • Using Sunday School time for training might not be welcomed by the stake president and/or the bishop. Make sure you have their permission before suggesting that you ask people to leave their Sunday School classes to attend your training.
Questions that can benefit the larger community should be asked in a public forum, not a private message.

What you suggest is well within the scope of responsibility of the stake clerk. No additional empowerment is required unless there are some local restrictions to travel in your area. I recommend you council with your stake president about your plan.

I am guessing that your stake covers a large geographic area and to visit every unit as you suggest will incur travel expenses. By policy, the Church will reimburse travel expenses of the stake clerk to audit unit records or train unit clerks. The details and restrictions are on the Travel and Telephone Reimbursement Request form. If you do not already have copies of this form it is available to order through the LDS Online Store. It is item # 31563.

The purpose of the form is to request travel expense reimbursement from Church headquarters for the travel of the stake president and bishops to attend meetings or for the stake clerk to audit ward records or train ward clerks. Only transportation costs are reimbursed, not meals or lodging. The maximum number of trips per year for the stake is the number of wards in the stake multiplied by 18. Note this trip limit number is for the entire stake, all travel by the stake president, stake clerk, and bishops.
