I think that the Stake Technology Specialists should be given the rights to have access to the Clerks and Leaders Resources that were recently launched on lds.org when they login with their LDS Account.

This is because most times, as in my stake , the Clerks do not know much about the Internet and computers. The Technology Specialist needs to have access to the resources to enable him prepare to teach them, since he cannot teach what he/she doesn't know. I think this is a good especially in Africa where most people are not too literate of computer and the internet.

The issue of rights as it relates to training is a tricky one.

There are some rights that a Stake Technology Specialist really shouldn't have, even if he needs to help provide support. For example, I am an STS, and my stake president has sometimes had difficulty submitting a missionary application and asked me for help. I did my best to support him, but it was difficult since I couldn't see everything he could see, since I don't have permission to submit missionary applications. However, I really don't think I should have that permission, so I just have to do the best I can without that permission.

But regarding your specific example, the stake president can specify that you should have the "Stake Assistant Clerk" calling (after all, the STS is an assistant stake clerk) in addition to your "Stake Assistant Clerk-Technology Spc" calling. Then you'll be able to see much of what is available in Leader Resources and provide better support.

Bishops can designate 'clerks' with in the missionary recommendation system and give that user rights to help with preparing the applications. I don't know if that exists at the stake level, but if it does it would make it easier for you to support him, if he desired it.

That same capability exists at the stake level, and my stake president did grant to me non-confidential data entry permissions. Those permissions do help me to support the stake president with much of the missionary application process.

I was speaking specifically of the submission permissions (which also includes permission to see confidential information). I do think that submission privileges should only be given to those who should truly have permission to submit mission applications, and the STS would not normally be in that category.
