I am confused about Total prospective elder in our Quarterly report, by definition
Total prospective elder (in quarterly reports) represents
The number of male members who are:
i)19 years of age or older and do not have a Melchizedek Priesthood ordination recorded on their membership
ii)Under 19 years of age and married
iii)Not assigned to the Young Men organization
iv)Assigned to the high priest or elders quorum
a prospective elder in handbook is understood to be item i and ii only. does the extra item iii and iv means everyone in EQ are counted by the MLS to be part of the Total Prospective Elders in quarterly reports?

No, no one holding Melchizedek Priesthood is counted. Items iii and iv allow the ward (under the direction of the Bishop) to determine the timing of when an 18 year old transitions out of the Young Men organization. In our ward, they generally stay in YM until they graduate from High School. At that point they usually get the Melchizedek priesthood or we manually move them out of YM and into the Elder's Quorum organization in MLS. So prior to graduation they are still counted as YM in the quarterly report but afterward they are Prospective Elders (unless they've been ordained an Elder).
