Does anyone know a way, in MLS, to produce a report that shows all the expenses for a certain fast offering recipient?

Yes, on the Finance tab, choose "Recipient Report" in the Fast Offerings section. That will show a report of all fast offering expenses. Then you can choose from the dropdown in the top right corner "Details by Fast Offering Recipient" to focus on just one recipient.
