Why don't we have a recipe section? or health section

That would be outside the scope of LDSTech as currently defined. This site is for issues dealing with Church technology, community projects, family safety, and clerk and leader issues. There are other Internet sites that deal with more social issues like recipe sharing and health discussions.

Well its part of the Church program, talk not only recepies but also storage and recepies for long term storage . provident living forum?

Yes, it is, but as aebrown said, this is the suggestion section for LDSTech, which is a technical forum. There are many Church programs we do not discuss in this forum, because this forum is reserved for technical issues. Sorry.
