Giving permission to submit events, but require leader approval

We are looking to get the youth involved. We would like to make a calendar so that the leaders of the youth classes could add to the calendar, but the bishop would like to have the option to see and approve all added items. Is this possible on the new calendar on LDS.org?

In short, there is no approval process in the new calendar system. One shouldn't confuse "being on the calendar" with being a "done deal". Presumably one expects the leaders, at any level, to follow any established procedure prior to placing events on the calendar.

Any member, including youth, can be added as editors to calendars. If the bishop needs to approve an event before it is "official" then he should be subscribed to the calendar, have "Allow email reminders for calendar events" checked, and have "Allow email reminders for this calendar" checked for the youth managed calendar(s). Additionally the youth editors could be required to check "Send an email about this event" and select "Now" for new events or when events are edited.

With these procedures in place at least the bishop would know of new or edited events by way of an e-mail notice. He can then review it and if approved do nothing, or take whatever action he thinks necessary to include editing the event or deleting it. This does not prevent the calendar event from being displayed for a period of time until the bishop can review it.
