Should the exempt status be used for small children who haven't made any donations? What about small children from inactive families who haven't made any donations? In making the status entries, it says the exempt status can only be declared by the member.

So what status should be used in these situations?

According to the wiki article Tithing status (which quotes from an MLS message on this very topic):
"in most cases, children who do not earn income can be declared the same as their parents. However, all declarations should be made under the direction of the bishop."
Questions that can benefit the larger community should be asked in a public forum, not a private message.
