Feature/bug: Building scheduler can double book resources on blocked reservation

After the recent update, Calendar 2.0.1 Release (Bug Fixes), I found a feature related to the fix to allow building schedulers to override block reservations.

With an all day block reservation in place, two events can be scheduled at the same time with the same resources. The happens regardless of how the event was created/moved. i.e. via detail edit, cut/paste, or by dragging and moving.

Essentially, the conflict checking doesn't occur when the all day block is in place. When the block is removed, the events remain scheduled, both using the same resources during the same time period.

Please keep the ability for building schedulers to create events over blocks. Just fix the conflict checking to eliminate possible double booking of resources.

By any chance, were either of these repeating events? I've seen something like that happen in the migration from V1 to V2, a canceled repeating event re-appeared at it's normal time and caused a conflict with another event.
