I know that the policy has been discussed on this tech forum that local units aren't supposed to create their own websites aside from the LUWS on lds.org. I personally have read the letter, I think dated sometime mid to late 2003, which is signed by the Presiding Bishopric. There was an earlier one (2001?), but the 2003 letter was worded a little more strongly, explicitly stating that units, auxiliaries, missions, etc. are not to create their own websites or use mailing lists other than the ones on lds.org.
A friend of mine is in a ward in which a member has decided to create a ward website, and posted all of the members' names and email addresses publicly (spam bait), and the person who posted the site doesn't seem to care (or else doesn't believe him) about the policy. I could not find the letter online anywhere on lds.org. Is it posted anywhere that I could point him to, so he can show the individual (and perhaps the local leader who apparently OK'd the site) that it is against current Church policy and should be removed?
Tom (or someone else at the Church): If the policy isn't posted online, could permission be obtained for it to be posted online or on this forum? This isn't the first time I or people I know have had to refer to the letter in order to stop someone from posting our personal info online as a "service" to their ward. It's been long enough since the letter was released that there are a lot of people who probably don't remember or even know about it, (especially in singles and student wards... some people were still in YM/YW when the letter came out, and a lot of leaders weren't serving in their current callings when it came out, and so they may not know about it either).

There were two letters I could find on the OCL:
- Discontinuation of Local Church Unit Web Sites (21812) from the Presiding Bishopric - 15 March 2001
- Authorized Church Web Sites (24739) from the First Presidency - 13 December 2004
- The second letter references guidelines from the Presiding Bishopric on 22 January 2003 regarding stake and ward Web sites, but I cannot find that document.

Yes, these are the two letters sent out by the Church. It is OK to talk about policy when it involves technology on this Web site and especially if it is used to clarify the policy.
