I know this has probably been discussed many times and I did find information on this in the clerk wiki, but it left me with another question. According to the wiki, the clerk needs to go to MLS and find the link to add an out-of-unit member, using information from a copy of their membership record. It then adds another procedure for the stake web administrator to go to the stake admin site and add members to other wards using their name, member number, and confirmation date. Are both these procedures necessary? How do they differ in how the member is shown in his out-of-unit ward?

The website procedure refers to the Classic LUWS. That's so the person (assuming their home is outside of the stake) can get access to their "other home" ward's web page.

I don't think this feature has been implemented yet for the new Directory/Calendar system.
Have you searched the Help Center? Try doing a Google search and adding "site:churchofjesuschrist.org/help" to the search criteria.
