This is a note from one of the Bishops in my stake.

perhaps you can answer a question for me? The employer of a member of my ward offers some Grant money on a regular basis to employees who are involved in community service. The member is a WEBELO scout leader and qualifies for $1000.00 to be donated to our WEBELOS. Can we receive money like this? The member asked me for our wards EIN number so that they can process it. I think it sounds great but I cannot find in the church handbook if we can or how we go about receiving outside donations. Any thoughts, insight or church policy knowledge you can impart?

While we try to avoid interpreting policy in the forum, you might want to review THIS discussion from 2 years ago, particularly post #8 from aebrown.
So we can better help you, please edit your Profile to include your general location.

Thanks. This validates my first instinct which was to ask the bishop to redirect the donor to simply send the donation to the local BSA, perhaps to place in the stake's Z-account which is held by the BSA to cover our resgistrations and such, but that way the BSA should issue any charatable receipt.

I'd check with your local BSA council office just to make sure. BSA just reiterated their fiscal policies at our last roundtable. The last paragraph on the past page of that policy seems to address your issue.

I didn't pay much attention to this at roundtable because I knew that LDS troops, packs, crews, etc needed to be funded from the budget allotment.
