Policy for inlining images in News/Information items

The other day I tried to inline an image in a news/information item,
so it would show up without having to click for an attachment.
Basically, I tried to use an image from the front page of lds.org,
next to the local news/information item.
When I submitted it, it stripped out the image.

So, is there a policy against inlining images, because
of bandwidth concerns, or legal reasons, or is it
just a glitch in the "santizing code" that removes
image tags ?
