Lets say on the day of a broadcast (ie general conference or first presidency christmas devotional) the satellite system in your building stops working for what ever reason it would. If your building had a meeting house webcast receiver, could you use it to watch it?

Yes, and you would not even need a Receiver either. You could just use a laptop or clerk computer, and go to broadcast.lds.org and select the stream that you need. That is unless it is encrypted like a temple dedication.

Priesthood is actually streamed to a secure page. A stake president or bishop just has to call the GSD to get the URL.
