Are there any turnkey solutions that would allow somebody who had incidental need to enter a building to call the bishop/other contact and that individual could then open the door to the building remotely?

I'm sure the technology exists, but I'm not familiar with any instance where it has been used at a meetinghouse or stake center.

Touch Tone Phone via Remote Relay using somthing like the Vicking RC-2A or RC-3. (You may have to use "The Stick" to manually route the call to the vicking relay control).

OR

IP Relay Controll (numerous products out there but will require port forwarding on the Meeting house firewall/router (may or may not be allowed)) Most of which can be setup by someone who works with security solutions and or is an electrician and is fluent with automation secuity and PLC's

Of course the door(s) will have to be retrofitted with relay locks and then wired to the IP or Phone DTMF relay control.
