Is it possible to find a bishop of an arbitrary member?

My bishop has asked if I could find the contact information of a bishop of a member not in our ward. The only information I have to go on is the full name of the member and the country he/she is living in. Is there a way to do this?

Given the limited amount of information, it would probably be best if the bishop called up Member and Leader services and explained.

I'm not sure how helpful they would be to a clerk. It used to be that they could not authenticate clerks, but they could authenticate bishops. I know the CDOL has expanded, but I'm not sure if the policies have changed to reflect that.

The only thing that might work is if the Bishop calls LUS directly himself. There is absolutely no way they would give this information to anyone but a bishop or stake president. And even then, they may only provide this info if the member used to be a member of your bishop's ward (although I'm not sure on that point). However, unless your person has a very unique name, this might not be enough info. You might need at least a birth year.

We had an issue once in one of our wards where the the bishop was required to track down a bunch of former members of the ward. The only way to get contact info for most was to call LUS. However, they would not let his clerks do it. It had to be the Bishop calling in to get the info.

As for CDOL, the ward clerk (not assistants) can now access the CDOL.
