Receipts for Rent Payments

We struggle in our ward to get receipts for rent payments. We always require the recipient to provide a lease agreement prior to making a payment, but it can be difficult to get the landlord to return a receipt after the payment is made. We've even had some landlords refuse to give us a receipt. Are there guidelines, etc. for how to handle receipts for rent payments (especially when they may recur for a number of months)?
