Does anyone know if both the composite video and s-video can be output at the same time? One to building the other to the video capture card in a PC.

Yep, they both output at the same time -- we use both outputs all the time. One to the webcast communicator and the other to an external USB Dazzle capture device plugged into our laptop that controls the camera using a serial to VISCA cable.

Is there any noticeable change in brightness when the second one is plugged in?

I got the camera and installed it. It does put out both signals.
