Cannot Log On To LUWS (Local Unit Web Site) After a Stake Division
Three weeks ago our stake was divided. About one week ago, everyone in our ward lost access to the LUWS. When attempting to log on, we receive an error message stating that "The user name or password you have provided has not been registered." However, using the same user name and password on ldsaccount.lds.org successfully authenticates. Is it normal for LUWS to be down this long when a stake divides? Or is it just coincidental that this occurred after our stake division and the problem is being caused by something else?

Is your ward in the new stake? If so, it seems pretty likely that this inability to login to LUWS is indeed caused by a delay in Church Headquarters processing the stake division; I don't know how long it normally takes.
But I'm curious what happened with LUWS for the two weeks between the stake division and the time you could no longer access LUWS. Did you still login to the former stake? Were all the wards (from before the division) still there?
In any case, I would recommend that you contact your stake technology specialist so that he can contact Local Unit Support and find out what is going on and when it will most likely be fixed.

I don't know if this is true anymore but doesn't a stake have to request to participate in the LUWS? If that is true then the new stake and all the units within that stake would not have active websites until they are participating. One of the necessary actions to participate is to have provided the first stake administrator information to Church headquarters. I would also ask the STS if the stake is participating in the LUWS and if an administrator has been assigned.
Losing LUWS access two weeks after the split sounds like the processing of the records for the two different stakes occurred, yet the new stake does not have a web presence yet.

This could explain what happened. But don't all stakes and wards in North America automatically have a LUWS? I seem to remember reading something to that effect a while ago but I could be wrong. With the old NetIDs, it used to be that if the stake was not participating that you'd get a message to that effect. But with the change to LDS Account, I'm not sure if that is still true.
Something worth checking is to search for the stake on LUWS. If it's not there, then that's a problem. Maybe not THE problem, but certainly a showstopper will have to be addressed.

My ward, which used to be part of the old stake, does have a page. My new stake, however, does not. That would be the problem. I spoke to my stake president last night. Stake not activated
If a stake or ward does not have an active Web site, it will not appear in the search results.
