Visiting Teaching Percentages

At the stake level, MLS reports Visiting Teaching statistics in two categories, "Relief Society Contacts" and "Total Contacts." Each of these are percentages, which obviously is <# visited>/<total sisters>. The <# visited> for each statistic is easy to trace, however we have been unable to determine what number is being used for the <total sisters> denominator. MLS Support stated that "this is based on the membership records for that unit." The problem is that this value they are referring to potentially changes daily with move ins/outs. So, does anyone know at what point in the month the ward/stake relief society membership count is taken for these percentages?

All Quarterly Report statistics are based on the membership as of the last day of the quarter. On the first Send/Receive after the last day of the quarter, the baseline numbers are calculated and sent down to the ward computer. See the wiki article Quarterly Report.
