Video streams in other languages

As stated in another thread, foreign members who don't speaks english or spanish, have to view video in english and audio track in their own language (zeroing audio of video stream).
Because these resource are sent through satellite and translated in other languages, why don't ask to record the satellite transmission at local site and send it to SLC via Internet and put into lds.org?
