No. There's no connection/relationship.

I assume that by "church website" you actually mean the "Stake & Ward Web Sites" accessible at www.lds.org/units (commonly referred to as LUWS for Local Unit Web Site).

If that is correct, then the answer is no. Administration of LUWS has nothing to do with MLS. A new LUWS administrator has to register as a user, and then can be designated as an administrator by any other LUWS administrator. Ward administrators can designate other ward administrators, and stake administrators can designate other stake administrators as well as administrators for any wards in the stake.

LUWS administration can be done on any computer connected to the Internet.
