Forum in other languages?
Usually all technicians know English but what about clerks and members involved into genealogical work?
It would be possible to start some Forum in their native languages?

Language forums
I think the key is getting enough moderators to moderate the other language forums. If you don't I think that some people can get on the wrong track which could lead to other problems at the local level. Just reading some of these in English makes me want to tell some to read the manual provided by the church.
