Two step verification phone number problem

Church Account is the primary user account (user name and password) for accessing online Church resources. Church Account was formerly known as LDS Account. Im trying to add my phone number to the ward directory and as part of the 2 step verification process for account recovery, but my phone number is in use by someone else? How do I change this?
