ward membership
I have approval to attend a ward that's outside of my ward boundaries. I want to find the approval from the General Authorities.

What do you mean by "a ward that's outside of my ward boundaries"? If we're talking about a conventional family ward, start by talking to your bishop (he'll have to approve it). He can find the process in Handbook 1: 13.6, second paragraph. Spoiler alert: it has to be approved by the leaders involved and the office of the first presidency.
