Why is the Unassigned households to be home taught report different with LDS tools than lds.org. Has never been consisitant.

I have LDS Tools for Android version 3.2.0 and see no differences. What version of LDS Tools and for what operating system are you referring? The issues you are experiencing may be specific to the operating system and version of LDS Tools you are running.

In addition, make sure you have a current sync with LDS Tools, as the report changes with each move in/move out.
Have you searched the Help Center? Try doing a Google search and adding "site:churchofjesuschrist.org/help" to the search criteria.
