Russel gives a pretty positive number for a complete tech revamp, I was thinking it was more like 17 years last time I tried.

Our stake center has very old equipment and the A/V rack in the library looks like things have been bolted on using various converters and adapters. Is there any process to modernize a stake center's a/v setup? Especially curious as we are just starting to do stake conference broadcasts to our other buildings.

The correct answer to the question is more difficult. There is not specific timeline for replacement, though it is generally around the 20 year mark. This is because the FM has competing priorities, they are trying to balance, prevention of system failure, and maximizing the value derived form the equipment. This will sometime result in the equipment being driven till it fails, and then replaced, but may also result in one FM who has been burnt in the past seeking approval for replacement projects sooner than another. In both cases, the FM is relying on feedback to make these determinations. To aid in this, It is critical that issues are reported to the FM, IF that ward is fixing issues on their own with out informing the FM, they will of course think everything is working perfectly, and may put off replacement work longer than should have happened, had they known about issues. In this case, FIR is your friend.

If there are problems with your systems (or anything in the meetinghouse), the components or how it functions, be sure to notify the FM with a FIR request. Unlike the phone calls, emails etc, FIR requests are tracked at a level above the FM group, and provide valuable insight for the FM and others as to what the actual issues are, and how often they occur.

That's assuming that FM is using FIR. I'm not sure as mine is. Some of the posts in the past make me think that I'm not alone.

However, if it's being tracked "above FM", then it may be of benefit to use it regardless.
