Today we have had a change of Stake Presidency. Is the SP calling done by the Church Authority's, or is it done at local level?
Any insight would be much appreciated!

The stake clerk can record it in LCR. It won't appear immediately in other systems, but that does help CHQ start the process sooner. If the stake clerk doesn't record it, it will get recorded eventually when the authority's paperwork makes it back to CHQ.

To enter the change, a 2nd password is required. Who could do that? The Area Authority has now left the country.

I believe the 2nd password is anyone that can enter callings as well, so an assistant clerk, executive secretary or the old stake presidency.
