Youth Callings to 18 year olds

I have a young woman who is 18 years old and was called as the Laurel Class President but the LCR will not let me place her in that calling. A review of her record shows she has been assigned to the Relief Society & Gospel Doctrine even though she would traditionally finish out the year with the Laurel Class. The bishop would like to know if we can change her class assignment back to the Laurel class or do the rules state that she must start attending RS?

Yes, you can make her a Laurel. At that point, you should be able to put her in as class president.
