Recording MP ordination

LCR 3.2 Release Notes:
Added the ability for ward leaders to electronically submit Melchizedek Priesthood ordination recommendations to the stake. With the transition of this functionality from MLS to LCR, ward leaders can no longer record or edit Melchizedek Priesthood ordinations.
This makes perfect sense, because the stake president is the president of the stake high priests quorum, as well as the leader of the Melchizedek Priesthood in the stake. He and the stake clerk should definitely have control over the recording of MP ordinations, and the printing of these certificates.

I see an interesting reversal, compared with the way things were ten or more years ago. Originally, only ward clerks could record priesthood ordinations. When they did not, for whatever reason, the stake clerk had to monitor each ordination, and shepherd the process until the ordination was, at last, recorded by the ward clerk. From there, we moved to the situation where both ward and stake clerks could record ordinations in MLS. This led to a bit of confusion, especially since the MP ordination record provided conflicting instructions as to which clerk gets the form, records the ordination, and keeps the form on file.

Now that the ward clerk can no longer record MP ordinations, he must wait for the stake clerk to record it, which may not occur for several weeks. Paperwork gets lost, people get sick, stake meetings get cancelled due to weather, etc. When an elder is called into a bishopric, the only thing the ward clerk can do is update the calling, putting an apparent elder into a high priest calling. Then he must wait for the paperwork to flow through channels.

In this particular case, since the stake presidency interviewed the elder for both ordination as high priest and his calling as a counselor in the bishopric, I assume there is no need for the bishop or ward clerk to initiate an MP ordination record. That just wouldn't make any sense, because the bishop did not interview the candidate. The only thing the ward clerk can do is to wait for the stake clerk to record the ordination.

Then again, I wonder if, immediately after the ordination and setting apart, the ward clerk could pull the member of the stake presidency into the ward clerk's office, and ask him to login to LCR and record the ordination? Do counselors in the stake presidency have that ability?

According to the Access Table, stake presidency counselors do not have the ability to record MP ordinations. So the ward clerk must wait for either the stake clerk or the stake president to record the ordination.
