Full-time missionaries wanting on-line access

We have a senior couple in our stake who are full-time missionaries in the Utah Ogden Mission. As such, they are hoping to be able to access ward records online to be able to see lists of part-member families and those who are unbaptized. I am not necessarily sure that, as senior full-time missionaries who reside in our stake and who serve in the local mission, they can receive online access to such records.
Like other full-time missionaries from outside of Utah, they are listed as full-time missionaries through lds.org.
So, my first question is, is there any way they can have access to such records?
My second question is can they or how do they receive access to fill out the online member progress record?

They will have access to Directory information in your stake if you add them as Out-of-Unit members and then give them a standard calling. Be sure to make a note that you have done this and remember to remove them after they are released and have returned home from their mission.

The only way to get access to those reports is to hold a calling that gives access. However, I'd be leery about doing that since it may also grant access well above what's needed. For example, giving him a calling of assistant clerk would also grant admin access to the ward calendar (as well as requiring stake permission.)

In this situation, I'd suggest that under the bishop's direction, the a clerk runs off reports for them.
Have you searched the Help Center? Try doing a Google search and adding "site:churchofjesuschrist.org/help" to the search criteria.

If the full-time missionaries want access to ward/stake directories, the mission office should first associate their proselyting area to the respective ward/stake (in the Internet Mission Office System). This will allow the missionaries to see approved membership information, for the Church units assigned to their proselyting area, on LDS.org Directory and LDS Tools.

(Note: this is applicable for all full-time missionaries worldwide - young elders/sisters and senior couples.)

If the full-time missionaries want more detailed membership information, beyond what is available to them in LDS.org Directory / LDS Tools, they should first work with their ward mission leader. He can involve the clerks if needed. Personally, I would only place full-time missionaries in an out-of-unit calling if one has actually been extended to them, or as requested by the presiding priesthood authority (bishop/stake president).

I'm not sure if you are referring to the Missionary Progress Record, or the New and Returning Member Form - so I'll provide my insights on both.

Missionary Progress Record
Full-time missionaries, serving in missions authorized for mobile devices and Area Book Planner (like the Utah Ogden Mission), can access the online Progress Record through the Missionary Portal. Ward and stake leaders access it through Leader and Clerk Resources.

In order to "fill it out", the mission office will first need to associate the full-time missionaries to a proselyting area, and give them access to Area Book Planner. This is done through the Internet Mission Office System. The missionaries must then download and sign into the Area Book Planner app on their mobile device(s), which the mission office can also help them with. As they sync investigator and teaching information in Area Book Planner, the online Progress Record will display approved information to ward and stake leaders. Therefore, it's real-time data as of the missionaries' last sync in Area Book Planner.

New and Returning Member Form
At this time, full-time missionaries do not have access to an electronic New and Returning Member Form. They must work with their ward mission leader, who can generate one through Leader and Clerk Resources.

I would also recommend the following support paths, if additional assistance is needed (for anything mentioned here):
  • 1. Priesthood leaders and clerks may contact the Global Service Center.
  • 2. Full-time missionaries should contact their mission office.
