Does anybody know the process of reconstructing a church discipline council?
I cannot see anything in handbook 1 so will ask the GSC.

I haven't heard the word 'reconstruct' used in connection with a disciplinary council. Do you mean reconvening a council to consider someone for re-admission or for removing a disfellowshipment? That's described in Handbook 1 Section 6.12.
If that's not it, then could you describe what you mean?

What I mean is where a disciplinary council has been held but not recorded and we need to record it.
The problem in this instance is that the member has now moved out of our stake.

You will probably need to pull the records back in order to record it. Your bishop should be in contact with the person's current bishop to make sure they are aware of the situation and are aware of why your pulling the record.
But you should probably call the GSC just to make sure that's the best way of handling it.
