tithing declarations

Does the bishop have to declare the tithing status on idividuals that no longer live in the ward boundaries/moved out, but are still in are ward, computer only. Do i need to hurry and find out their new adress and move them out before jan 1st.

Policy and Principles
The tithing status of a member is declared either by the member at tithing settlement or by the bishop. The ward is responsible to report the tithing status for all members whose records are in the ward as of December 31.
