I was asked to send out an email to the neighboring Bishops concerning a person who has abused the Church's assistance in the past and try to give the other Bishops "a heads up."
I am inquiring if anyone knows how I can do this? Would I use MLS? LDS.org?

You'd have to use your personal email. You can get the email addresses from cdol.
Have you searched the Help Center? Try doing a Google search and adding "site:churchofjesuschrist.org/help" to the search criteria.

You can find contact information for other bishops in your stake using the Directory on lds.org. If you know the names of neighboring stakes and/or wards you can use CDOL to get contact information for the bishops or stake presidents. You can also use the meetinghouse locator to find nearby meetinghouses and the bishops of the wards that meet in those meetinghouses.
