Old missionary aplication

I am a stake clerk and have been asked to remove a name that is in LCR in the missionary online recommendation system. He is in the section entitled "ready for stake president's action. He has been there since 2013 and the president has asked that his name be removed. I have tried with no success and am wondering if i need to send it back to the submitting ward to get his name removed.
I am not able to find any instruction on this.

It sounds like the stake president wants you to cancel the recommendation. Stake clerks (by default) do not have rights in MORS to do this - unless they are also "submission clerks".

The stake president, his counselors, or a "submission clerk" must log into MORS and cancel the recommendation, as follows:

1. Click the individual's name.
2. In the "Additional Options" box, click Cancel Recommendation Forms.
3. Follow the on-screen prompts to confirm the cancellation.

Once cancelled, the individual should be removed from the system.

For future reference: leaders and clerks are encouraged to contact the Global Service Center for problems or questions pertaining to the Missionary Online Recommendation System.

I also failed to mention that this information is available in the Help section of MORS.
