I have not received an sms to obtain the code for verification of a change to my email address. I have tried resend but this did not work. Is this because my phone number does not have an international prefix ? I live in Australia so if this SMS is coming from overseas this could be a problem.

That's a very good point. I noticed when I looked in ldsaccount.lds.org, there's a country selection when inputting your mobile phone. At this point, I'm inclined to think the number found in the directory is irrelevant and it's the number setup in ldsaccount.lds.org that matters.
Have you searched the Help Center? Try doing a Google search and adding "site:churchofjesuschrist.org/help" to the search criteria.
