There's a very simple explanation. Both reports are for unique submitters, but cover different time periods. What is a unique submitter for a quarter may (or may not) be a duplicate submitter over a 12 month period. So, the 12 month will likely fall short of 4 times the quarterly. And unless all the folks who do summit do it quarterly, then the 12 month will be higher than the quarterly.
So, for example. To keep the math simple, let's assume Potential Submitters is 100. So each submitter is 1%.
Member A submits every quarter.
Member B submits in Q1.
Member C and D submits in Q2.
Member E submits in Q3.
Member F and G submits in Q4.
Your stats will appear as:
Q1 2%,
Q2 3%,
Q3 2%
Q4 3%
12 month: 7%
