Handbook 1
Should the Handbook 1 appear for High Council members or is that only available as a hard copy?

High Council members are not on the distribution list as documented in the Introduction in Handbook 1 so I would not expect that they would have access. Immediately following the distribution list it says that handbook 1 should not be given to any other person than those listed in the distribution list. So I don't think High Council members are supposed to have access to the hard copy either.
