Facebook for Ward Purposes?

Is it appropriate to use Facebook for Ward purposes? Posting events, organization activities, calendar events, photos, etc? Are there any written guidelines I can refer to regarding the use or non-use of Facebook?

So long as it's not the only way and doesn't make any ward members feel excluded or pressured into getting an account. As an optional method, fine; as a mandatory/only method, bad.

Handbook n.2 say that leader can use Internet resources for their calling but must be clearly specified that is not an official resource.
Asking members to use a specific social network (not only get an account) is a clear advertise and so contrary of handbook guidelines.
