we can't get our user name and password to sign out when we click on sign out. We came to the sight to sign in, thinking we had signed out, and we were not signed out and we can't get it to sign out.

Is it possible that you are signing out of the site, but that when you return, your name and password are already entered so that you can sign in again? If this is the case, your browser has been set to remember the sign in information from this site.
Each browser has a different location where this information is stored. In Firefox, for example, it it found under Tools > Options > Security, where under Logins there is an option to Remember logins for sites. The box should not be checked, or if you do prefer to have it checked for other sites, go to the exceptions link at the right and include LDS.org so that one will not automatically fill.
It is actually pretty hard to stay signed in to LDS.org, so you may wish to check if this is happening to you because of this browser setting.

Similar options in Chrome. Go to Settings and scroll down until you find find the tick boxes. Might be under Advanced settings at the bottom of the page. It's also a good idea to clear the browser cache.
