Who changes callings that are associated with the bishopric that is ward sec, ward exec.

The Bishop appears to be entered by the Stake. The rest of the Bishopric is done at Ward level, subject to Stake approval.

Biggles is correct. The stake enters the calling of the bishop, and the ward enters the counselors, executive secretary, clerk, assistant clerks, elders quorum and high priests group presidency and leaders, and other callings in the ward that require stake approval and action.

If the bishop is an out-of-unit leader – for example in YSA wards (this may or may not not applicable to you, but in case someone else is looking for information), the bishop has to first be added as an out-of-unit member on the ward level, before he can be entered as bishop from the stake level. So there are some back-and-forth hoops in that situation between the ward and the stake.
