I am a bishop and get this message when I log in to LCR. When I look up the leadership of my ward using My Account and Ward, it lists me as bishop. Furthermore, other Church web sites recognize me as a bishop (BYU endorsements, BYUI Wards and Stakes, and so on).
Using a different browser and clearing the browser cache does not solve the problem.

I checked with our proxy test tool and it worked correctly when I tested. You may need to contact the service center for assistance.

Where did you get the link? You may be using a bad/outdated URL.
