1 - Does a non-member who wants to attend BYU need an ecclesiastical endorsement?
2 - If the answer to #1 is yes, can a new student non-member use https://home.byu.edu/webapp/endorsements/ or is there a different application process for non-members?
3 - If the answer to #1 is no, if a Bishop wanted to give an ecclesiastical endorsement to a non-member, how would he do this?
Thanks for any help. A search for ecclesiastical endorsement for non-members isn't yielding anything.

According to this page, non-members need to meet with an LDS Bishop, Branch President, or Mission President (see the second half of Item #1 for new freshmen under the heading of "Comprehensive Admission Review).
