Children who turn 4 in 2016 showing up in 2015 Q4 report -- intentional?

Children who turn 4 in 2016 showing up in 2015 Q4 report -- intentional?
For some reason, the children who turn 4 in 2016 are showing up as potential primary attendees for December of 2016. The potential list says "2015 , Quarter 4 [line break] Children ages 3 through 11 years (as of 1 January) attending Primary." I interpret this to mean January 1, 2015.
However, all our children turning 4 in 2016 (i.e., are 3 on Jan 1, 2016 and were 2 on Jan 1, 2015) are showing up in the December 2015 quarterly report. Is this intentional? Do we count these children who entered primary for the first time, today (Sun, Jan 3, 2016), for the Dec 2015 quarterly report?
I'm also wondering if this applies to the older end of the primary (although, I guess they graduate immediately into YM/YW, when they turn 12).

I'm having problems: Primary is of children 3 through 11, and you're puzzled about children who turn 4 in 2016 showing up. (My math says they'd turn 3 in 2015, so I'd expect them to be in primary). I'm missing something.

If the quarterly report is for the month of December 2015, then, in my mind, it stands to reason children who are 3 or older on January 1 would refer to January 1 2015, rather than 2016.
The crop of incoming sunbeams were younger than this criterion, as of December 31, 2015 (they were 2 or older on January 1, 2015).
I think the point is, as was mentioned in another query reply to me, the quarterly report snapshot is taken as of January 1, 2016. However, if the report is for December, it would seem to make more sense to take a snapshot of potential attendees on December 31, 2015 (because, e.g., in this case, the children in question were not "Primary" members on the last day of the quarter).
At any rate, I'm counting them.

Children start primary in the January after they turn 3. So if they turn 3 in 2015 they won't start primary until 2016. I wonder if the process to move children to new classes ran slightly before or maybe even at the same time as the quarterly report snapshot and this caused a problem. I don't have access to our quarterly report to see if we have a similar problem or not.

There was a processing issue that has been corrected. The 2015Q4 report will not be updated, so these children are included in the baseline statistic for that report. The issue has been fixed for when the 2016Q4 report baseline is generated.

I would guess they just needed to reorder the quarterly report "snapshot" to come after the December 31 membership record processing is complete but before the children and youth graduate up a class.

scgallafent, it seems to me like counting the incoming sunbeams makes the most sense because excluding them would unnecessarily deflate the primary attendance %, which I believe is a key unit metric.
