5.5.4 does not all for annotating within that section.

Some content--as well as portions of content--especially older content, bulleted content, etc., simply does not support annotations. As app developers, we have no power to change the content's ability to handle annotations.

I appreciate your response, but to end users who don't see the underlying content structures, it's confusing that features work in some places and not in others. Content is just content! So how do we get the older content, bulleted content, etc. to support annotations? Can we enlist volunteer help to convert it?

The internal content team is working on a very major update to the content platform the Gospel Library apps consume that will resolve these issues. As I understand it, they intend to have this update ready for regular use by next General Conference.
