I have a member whose records I can't find with any version of her name and with her address. I have her full name, birth date. She and her Mother can both witness to the fact that she was baptized at age 10 in a specific Branch.
I know her parents names, they are both members but she does not show up as a child on their records. I have a ward name where they think the records last would have been.
I just put in a request for someone in Salt Lake to find the record, but I think my predecessor did the same.
When is the point that we decide that no record exists? Is there a way to talk to someone that can help search?
If it is decided that no record exists, is there a procedure to create a new one if we find multiple witnesses and a date?

Handbook1: 16.1.10 contains the guidance you seek.
As a 10 year old, she would have been considered a convert and the baptism record should have been handled by the mission. Depending on when this was done, the clerk would not have been able to do it.
Given that she doesn't show on her parent's record, I think her baptism slipped though the cracks. Handbook 1 will tell you if you can still record it or if it will have to be done over.

Have you searched the Help Center? Try doing a Google search and adding "site:churchofjesuschrist.org/help" to the search criteria.

I am pretty sure there is a Help Center article at clerksupport.lds.org for cases in which an ordinance was not recorded, but witnesses are available to confirm that it occurred. I can't provide a link because my current calling does not allow me to access that article.
