Can't Send Ward Messages

I am the ward executive secretary. I'm used to sending messages out to the ward. Tonight I get into leader and clerk resources and click on Applications where I am used to finding the option to send a ward message.

Except it is no longer in that dropdown. Couldn't find it anywhere else either. Has this privilege been taken away from the WES? The help button says it is still in the Applications tab.
