How do you record a Restoration of Blessings that has taken place so that the individual's membership record reflects it?

When the person who performed the ordinance (usually the stake president) returns his report to the Office of the First Presidency, the membership record will be updated fairly quickly by Church headquarters. You will receive an updated membership record through MLS reflecting the changes.

You do not (and cannot) do anything to update the record at the local unit level.

The important thing is to wait for the membership record to be updated before issuing a new temple recommend. Our stake has been bitten by that mistake several times before the stake presidency learned its lesson. This also applies to those who were disfellowshipped, and had that lifted. Wait for the paperwork to be processed.

This would be one of those rare examples where modern record keeping has slowed down the process. 30 years ago, the person who performed the ordinance of restoration of blessings gave a copy of the notification to the member and instructed him or her to go immediately to the bishop and trade it for a recommend interview. And a stake president who returned a member to full fellowship called the bishop and cleared him to proceed with an interview.

I wonder if a stake president is able to report the ordinance electronically. And not having faced this situation, is the stake just not able to activate the recommend because the recorded status of the member has not been updated?

I think the restoration of blessings paperwork needs to be mailed in, but the results of disciplinary councils are submitted electronically, and restoration to full fellowship is processed pretty quickly. I've submitted them on Tuesday night and seen the membership record cleared in two or three days.
