I am the stake technology specialist for my stake. I recently installed some new computers (dell optiplex 9030 AIO) and the FHC Director would like to change the admin passwords to match the older ones. I was unable to change the password and got a windows cannot change the password popup. Are we not able to change admin passwords? I know I could on the older machines.

New admin is not supposed to be changed, change the old ones to match the new ones.
Sometimes FM may need access to those computer as the do belong to the church.

Where is this information recorded? In my conversation with FHC Support, the knowledgeable person didn't indicate a problem with changing the password. In fact I think he was warning me about it as well as pro-actively telling me how to activate Windows. The password change is blocked by a setting on the Admin account. Oddly, the Patron account is NOT set that way, which means any patron can set/change the Patron account - silly.
Have you searched the Help Center? Try doing a Google search and adding "site:churchofjesuschrist.org/help" to the search criteria.

This morning on two different FHC computers, one installed with a V1 image and the other with a V4 image using the Administrator login account, I had no problem changing the Administrator account passwords, on either machine!
With reference to rolandc's comments, I've not seen/received any instructions either way, other than that, I noticed the password has changed on the newer versions of the image. Needless to say all the computers are set the same, as I'm the one looking after them!
As to what the answer is, for your particular problem, I can't offer any solution.

Just because someone has not seen it in writing does not mean it does not exist.
I have been told by FHC leaders that they would prefer to have the passwords left at the default passwords. It IS NOT policy - Also this may change.

I'm not sure what version of image came with the new all-in-ones. It does have a different admin password and it did not allow the admin to change the password (but did allow the patron to be changed).

Patron password thing was odd, I just set them the same way. Dont need people putting their own on them.
